新疆作为丝绸之路经济带核心区，是我国与丝路沿线国家交流合作的窗口，构建中国—哈萨克斯坦边境旅游廊道，无疑是推动我国与中亚各国实现区域旅游合作并进而实现与之“政策沟通、道路联通、贸易畅通、货币流通、民心相通”的突破口和重要抓手。本研究以新疆与中亚国家构建丝绸之路经济带为平台，基于景观生态学的廊道研究成果，结合边境旅游特点，界定边境旅游廊道内涵。运用最小累积阻力模型、旅游成本模型和最小耗费模型对数据进行量化处理，得到中哈边境旅游廊道的空间布局体系，进而从旅游廊道产品体系、旅游廊道品牌营销体系、旅游廊道配套设施体系、旅游廊道生态环境保护体系以及旅游廊道保障措施体系等方面进行系统化的中哈边境旅游廊道建设，对中哈边境旅游廊道建设的政策制定、合作平台、优先发展区域、口岸与腹地互动、边境旅游产品开发、市场营销与推广等方面提出相应的发展政策建议，为破解中哈边境旅游巨大潜力与受限于开发模式的困境提出思路，并把哈萨克斯坦作为发展新疆边境旅游的战略重点，为其它同类地区边境旅游开展提供示范。 Xinjiang,as the core area of the Silk Road Economic Belt,is the window of communication and cooperation between China and the countries along the Silk Road.Constructing the border tourism corridor between China and Kazakhstan is undoubtedly a breakthrough and an important grasp to promote regional tourism cooperation between China and the countries in Central Asia and to achieve"policy communication,road communication,trade unimpeded,currency circulation,and people's hearts".Based on the research results of landscape ecology and the characteristics of border tourism,this paper defines the connotation of border tourism corridor on the platform of building Silk Road Economic Belt between Xinjiang and Central Asian countries.Using the minimum cumulative resistance model,the tourism cost model and the minimum consumption model to quantify the data,the spatial layout system of the Sino-Kazakh border tourism corridor is obtained,and then the system is related to the product system of the tourism corridor,the brand marketing system of the tourism corridor,the supporting facilities system of the tourism corridor,the ecological environment protection system of the tourism corridor and the safeguard measures system of the tourism corridor.The unified construction of Sino-Kazakh border tourism corridor puts forward corresponding development policy suggestions on policy formulation,cooperation platform,priority development area,interaction between ports and hinterland,development of border tourism products,marketing and promotion,etc.It also puts forward ideas for solving the great potential of Sino-Kazakh border tourism and the predicament of limited development mode,and puts forward Kazakhstan.Stan,as the strategic focus of developing border tourism in Xinjiang,provides a model for other similar areas to carry out border tourism.
