项目标书摘要:Research Summary:This paper studies the origin and development of the conflict of non-tribes versus the tribes in the Northeast of India,where the region come to be characterized by ethnopolitical insurgencies,through tracing the tribal history of the region.The study analyses,in other words,the creations and changes of the tribes in the 19-20 Century both from the view from above-the policies of the governments and from the view from below-the responses of the tribals.The Delhi Raj,either the British Colonial government or the Indian government after the independence,marginalized the people,creating specially controlled areas,for the administrative convenience with its geopolitical and strategically importance of the region,The responses of the tribes to the policies of the governments were double-minded in that accepting and utilizing the nomenclature called Scheduled Tribes given by the government at the same time proclaiming and practicing their identity as non-Indians.By examining the political process of the tribes in the Northeast this paper concludes that a survival of any culture depends on policies of tolerance rather than of exclusion or emphasis on differences.
