项目标书摘要:本项目针对船舶排放控制区监管需求,开展了船舶排放控制区大气污染物在线监测与实时监管技术研究。完成了“基于遥感遥测的区域船舶大气污染物监测技术”、“基于船舶尾气遥测的船舶燃油合规性快速检验技术”、“基于优化和不确定性的逆向识别的燃油合规性判定与违规船舶识别方法方法”、和“基于船舶AIS数据的船舶大气污染物排放跟踪算法”等技术的开发。完成了船舶在线监测设备的研制,该设备可以在线测试船舶尾气中氮氧化物、硫氧化物、二氧化碳、颗粒物等污染物的实时排放浓度。所开发的设备已经通过中国船级社型式认证,是国内首批获得船舶尾气测试型式认证的设备。同时,开展船舶排放在线监测的台架和实船测试工作。形成船舶排放控制区大气污染物监管平台,并在三大排放控制区进行示范应用。为我国航运业的大气污染管理工作提供科技支撑。通过项目的实施,项目组已将船舶排放管控体系上报交通运输部,利用项目成果,积极推动船舶排放监管体系的完善。

Application Abstract: This project carried out research on online monitoring and real-time monitoring technology of air pollutants in ship emission control area according to the supervision requirements of ship emission control area. Completed "based on remote sensing remote sensing of regional atmospheric pollutants monitoring technology for ships," based on the fuel exhaust of telemetry ship compliance rapid inspection technology "and" reverse recognition based on optimization and uncertainty of fuel compliance method determining and violations of ship identification method ", and "based on AIS data of ship tracking algorithm pollutants emission" such as the development of technology. The development of on-line monitoring equipment for ships is completed, which can measure the real-time emission concentration of nitrogen oxide, sulfur oxide, carbon dioxide, particulate matter and other pollutants in ship exhaust gas online. The developed equipment has passed the type certification of China classification society, which is the first batch of equipment that has obtained the type certification of ship exhaust test. At the same time, the ship emission on-line monitoring platform and the real ship test work will be carried out. A platform for monitoring air pollutants in the ship emission control area will be formed and demonstrated in the three emission control areas. It provides scientific and technological support for air pollution management in China's shipping industry. Through the implementation of the project, the project team has reported the ship emission control system to the Ministry of Transport, and made use of the project results to actively promote the improvement of the ship emission control system.
