项目标书摘要:nnotation:The project is aimed at solving the scientific problem of forming and developing the concept of a Smart City in the regions of Russia,paying special attention to the construction and energy industries.The development of these(selected)industries makes it possible to ensure the systematic development of the territories,which is quite relevant in the context of the management and development of the territories of the Russian Federation from municipal and regional levels to the federal one.The development and implementation of the Smart City concept meets the requirements of urban development in accordance with the national program"Digital Economy of the Russian Federation".Considering that both the construction and energy complex are a horizontal structure that allows to ensure the activity of the sectors of the national economy within the region,consideration of the issue of forming a concept that includes a strategic tool in the context of digitalization of the economy is in line with global trends,allowing in the future to ensure the long-term development of industries and complexes in the new format.When implementing the strategic development of regions in the context of digital economic processes,the digital potential is a set of machines and technical equipment,information products,as well as qualified specialists who own the interface of modern programs included in the BIM design process for the implementation of projects for digital modeling of buildings and structures in the form of"digital twin”,which is the basis for the formation of digital design of building complexes at the regional level.Therefore,the development of BIM technologies is a fundamental moment in the development of a strategic development tool.At the same time,the existing power system was formed in conditions of limited opportunities for planning its further development,and the designers did not have questions about the level of reliability and quality of power supply,which are acute at the moment.Standard energy networks are already becoming a relic of the past,in times of development of artificial intelligence and automation of many processes,there are more and more opportunities for the introduction of technologies that allow mathematical calculation and planning of the development of networks.This allows you to move to a new level of energy use,as well as raise issues of its quality and reliability by eliminating the errors of mathematical miscalculations associated with the human factor.The urgency of solving the problem is also determined by the need to modernize the construction industry and improve the quality of industrial housing construction,including by establishing restrictions on the use of outdated technologies and stimulating the introduction of advanced technologies in design and construction.This provision is enshrined in the National goals and strategic objectives of the development of the Russian Federation for the period up to 2024,established in the Decree of the President of 05/07/2018.Also,in accordance with this document and the national program"Digital Economy of the Russian Federation",it is necessary to ensure the transformation of priority sectors of the economy and the social sphere,including construction and energy,through the introduction of digital technologies and platform solutions.The solution of this scientific problem will make it possible to determine the main directions and actions for the modernization of the construction and energy complexes of the regions of Russia,increase labor productivity and the quality of life of the population,ensure the competitiveness of the regions and improve the infrastructure of agglomerations.The development of these industries as part of the implementation of the Smart City concept in the regions of Russia in conjunction with the regional innovation system will generate various positive effects for the regions and its population.
Expected results:1.Rating of the readiness of Russian regions for the implementation of the“Smart City”concept,in the context of the digital transformation of the construction complex and energy,which is formed using the fuzzy set method-from a scientific point of view,the value of this rating is due to the fact that it will allow monitoring the implementation of the digital transformation of industry processes and further implementation of the strategic development of territories.It is necessary to generate a rating at least 2 times with a lag of 2 years in order to analyze the dynamics of changes.
2.Algorithm for the development of the"Smart City"concept in the context of the digital transformation of the construction complex and energy.
3.Formation of a tool for the strategic development of territorial socio-economic systems for the implementation of the"Smart City"concept in the context of the digital transformation of the construction complex and energy,based on the balanced scorecard method.In order to select the most developed and ready territories for the implementation of the Smart City concept in the context of the digital transformation of the construction complex and the energy sector,an analysis of industry localization will be carried out using the Kutsenko method,which will identify the industry affiliation of the territories and compare it with the calculated rating by the level of readiness of the regions.The formation of a strategic development tool will be implemented on the basis of the development of the BSC,which will allow monitoring the implementation of the Smart City concept.For each component of the BSC,targets will be determined and indicators of control will be selected,auxiliary strategic maps will be built.The generated tool will be visual,flexible and convenient in the implementation of the Smart City concept in the context of the digital transformation of the construction complex and energy in the regions of Russia.
4.A tool for the strategic development of territorial socio-economic systems for the implementation of the Smart City concept will allow monitoring the results of the activities proposed in the Roadmap in the territories of the Russian Federation until 2035.
