Expected results:1.Rating of the readiness of Russian regions for the implementation of the“Smart City”concept,in the context of the digital transformation of the construction complex and energy,which is formed using the fuzzy set method-from a scientific point of view,the value of this rating is due to the fact that it will allow monitoring the implementation of the digital transformation of industry processes and further implementation of the strategic development of territories.It is necessary to generate a rating at least 2 times with a lag of 2 years in order to analyze the dynamics of changes.
2.Algorithm for the development of the"Smart City"concept in the context of the digital transformation of the construction complex and energy.
3.Formation of a tool for the strategic development of territorial socio-economic systems for the implementation of the"Smart City"concept in the context of the digital transformation of the construction complex and energy,based on the balanced scorecard method.In order to select the most developed and ready territories for the implementation of the Smart City concept in the context of the digital transformation of the construction complex and the energy sector,an analysis of industry localization will be carried out using the Kutsenko method,which will identify the industry affiliation of the territories and compare it with the calculated rating by the level of readiness of the regions.The formation of a strategic development tool will be implemented on the basis of the development of the BSC,which will allow monitoring the implementation of the Smart City concept.For each component of the BSC,targets will be determined and indicators of control will be selected,auxiliary strategic maps will be built.The generated tool will be visual,flexible and convenient in the implementation of the Smart City concept in the context of the digital transformation of the construction complex and energy in the regions of Russia.
4.A tool for the strategic development of territorial socio-economic systems for the implementation of the Smart City concept will allow monitoring the results of the activities proposed in the Roadmap in the territories of the Russian Federation until 2035.

In this era of the unstable political and economic conditions caused by various events in recent years, ranging from the coronavirus pandemic to various sanctions, as well as the ubiquitous trend toward ecological "green" economic development, the uncertainty about the global cost of energy resources has increased again. As a consequence, the use of public transport instead of private transport has become increasingly popular. The essential element of public transport is a stopping point. In this paper presents a study on the possibility of refitting old and installing new stop pavilions in St. Petersburg at existing and prospective stopping points. Using the analytic hierarchy process and criterion comparison, and taking into consideration the opinion of transportation experts, a model for the distribution of "smart stop pavilions" across all stopping points was developed. The following criteria were used to evaluate and select the suitable type of "smart pavilion": the number of routes passing through the stopping point; the passenger flow at entrance; the number of trips and the number of tourist facilities. As for the pavilions themselves, they differed in length (from 4 to 8 m) and digital equipment (from type A1-the most digitized pavilion; to type A5-installation of only a signpost). As a result of the calculations, we were able to determine the appropriate "smart" pavilion for each stopping point of surface urban transport in Saint Petersburg, taking into consideration the statistical data collected for the particular point according to four criteria. © The Author(s), under exclusive license to Springer Nature Switzerland AG 2023.

This article addresses the issue of implementing and assessing the readiness of territorial and economic systems for digital innovations in the energy industry. To achieve the goal of this research, qualitative and quantitative methods were used, including systemic and comparative analyses, a balanced scorecard (BSC), and statistical data collection and processing methods. The study resulted in a list of indicators for monitoring the readiness of the energy sector for digitization, based on which a balanced scorecard reflecting the readiness of the energy industry in countries and regional industrial complexes (RICs) was developed. A strategic map for assessing the level of readiness of the power industry for digitisation in countries and RICs was constructed using the indicator pool. The uniqueness and novelty of this study lie in the adaptation of a balanced scorecard system, aligned with a country's or RIC's development strategy, to determine indicators for assessing the readiness level of the considered entity for digitising the power industry. The authors establish an approach to the overall assessment and subsequent monitoring of the energy industry's readiness for digitisation in countries worldwide and RICs.
